GMV Max Is Mandatory: How to Keep Control of TikTok Shop Ad Spend

Is GMV Max worth it for TikTok Shop sellers?

For promotion campaigns there is no alternative: GMV Max became mandatory on September 1, 2025. It is worth running well rather than resisting. You still control budget, products, the ROI target and creative exclusions, and ROI protection issues ad credits when ROI falls below 90% of target, unless you void it by editing.

Key takeaways

  • GMV Max became mandatory for TikTok Shop promotion campaigns on September 1, 2025, and sellers cannot revert to fully manual campaigns for promotions.
  • You still control budget, product selection, the ROI target and creative exclusions of up to 200 videos per Product GMV Max campaign.
  • ROI protection issues ad credits when ROI falls below 90% of the daily target on campaigns with more than 20 daily orders.
  • Manually adjusting the ROI target, pausing the campaign or editing products voids ROI protection for that day.
  • Set the ROI target from your real contribution margin, then leave it alone.

GMV Max is worth running because, for TikTok Shop promotion campaigns, there is no alternative: it became mandatory on September 1, 2025, and sellers cannot go back to fully manual campaigns for promotions. If your ROI has dropped since then, the cause is usually one of four inputs you still control: the ROI target, the products, the creative pool and the budget.

This post is about those four inputs, plus the safety net most sellers void without realizing it.

What changed, and why are sellers unhappy?

Two things happened in quick succession in 2025.

First, GMV Max became the required format for TikTok Shop promotion campaigns from September 1, 2025, according to AuditSocials’ 2026 compliance guide. The older Video Shopping Ads and Product Shopping Ads are no longer the way to promote a product.

Second, in October 2025 TikTok required sellers to buy ads through GMV Max to access Black Friday and other holiday promotions, as eMarketer reported (October 22, 2025). The complaints followed quickly. One merchant told The Information the tool “only promotes select creator videos and takes too long to identify trending content.” Others said it was less effective than the old ad tools, and that minimum requirements pushed them to spend more than planned. TikTok also limits the shopper data it shares with merchants, which makes it harder to see what the spend actually bought.

Those complaints are fair. They are also not a reason to sit out Q4. They are a reason to be deliberate about the controls that remain.

What can you still control in GMV Max?

More than the complaints suggest, though none of it is keyword-level control.

ControlWhat it doesWhere it goes wrong
BudgetCaps daily spendSet too low, the campaign never exits learning
ProductsWhich SKUs the campaign promotesLow-margin SKUs get pushed as hard as hero SKUs
ROI targetThe return the system aims forToo tight, delivery stalls; too loose, margin disappears
Creative exclusionsRemoves specific videos from paid deliveryExcluding too much starves the algorithm
Primary ad accountOnly one account per shop can run GMV MaxChanging it pauses existing campaigns

Two details from TikTok’s own help pages, both updated June 2026, are worth knowing before peak.

Auto-pause. When the primary account has an active GMV Max product campaign, Video Shopping Ads and Product Shopping Ads using the same products are paused across all ad accounts. When the GMV Max campaign ends, those ads do not restart on their own. You have to reactivate them.

Bulk creative exclusion. TikTok now lets you exclude up to 200 videos per Product GMV Max campaign using three filters: keywords in the caption, posting date, or affiliate handle. Excluded videos stay visible in reporting and can still get organic traffic. You cannot filter by performance, such as ROI or spend, and TikTok warns that excluding videos “may result in worse campaign performance” because the system has fewer options.

That last control is the one most sellers asked for. Use it for compliance and brand safety, such as an affiliate making claims you cannot support or an outdated price in a caption, rather than as a way to second-guess the algorithm.

How does ROI protection work, and how do you lose it?

TikTok’s ROI protection (updated June 2026) issues ad credits when a campaign’s ROI falls below 90% of your daily target ROI, provided the campaign has more than 20 daily orders. Credits are added automatically.

The conditions that void it matter more than the credit itself. For Product GMV Max, protection does not apply on days when you:

  • manually adjust the ROI target,
  • pause or delete the campaign,
  • use Max delivery optimization,
  • run a Creative Boost budget,
  • edit the products in the campaign.

Suspensions and policy violations also void it.

Read that list next to what a nervous seller does in week one: change the target, pause, swap products. Each one cancels the insurance for that day. If you want the protection, set the target carefully at launch and leave it.

How do you set an ROI target you can live with?

Start from margin, not from the number you hope for.

Your target ROI should reflect what is left after the rest of the TikTok cost stack: referral fee, fulfillment, creator commission on affiliate-driven orders, and returns. Creator commission is charged on top of ad spend when GMV Max amplifies an affiliate video. One July 2026 CFO model puts year-one GMV Max spend at 15% of GMV within an all-in channel take of 46.7%. Our breakdown of TikTok Shop’s real take rate walks through it.

Here is a hypothetical. For a $30 product where fees, fulfillment, commission and returns leave $12 of contribution before ads, break-even ROI is $30 divided by $12, or 2.5. Set the target at 2.5 and you break even on ad-driven orders. Set it at 3.0 and you keep some margin, but the system will deliver less. There is no right answer, only a trade between volume and margin that you should choose on purpose.

TikTok’s newer reporting helps. In May 2026 it introduced GMV Max Pro, which includes coupons, affiliate costs and platform commissions in the ROI view. If you have it, use that view to set the target instead of gross ROI.

How do you feed GMV Max creative so it doesn't waste budget?

GMV Max optimizes across the creative it can see: your shop’s videos, authorized creator content and affiliate posts. Feeding it well is most of the job.

  1. Get affiliate videos authorized. Affiliate content needs to be authorized for ads before the campaign can use it. Ask your top creators before peak, not during it.
  2. Supply variety per hero SKU. Different hooks, formats and creators give the system something to test. TikTok says there is no creative minimum to launch, but a campaign with three videos has little to choose from.
  3. Watch video-level revenue weekly. On one of our launches, with 2,449 TikTok affiliates, the top four videos drove about 57% of video revenue. Find your four, and make sure those creators are authorized and briefed for more.
  4. Exclude by rule, not by mood. Use caption keywords and affiliate handles to remove non-compliant content. Leave the rest alone.
  5. Plan around the auto-pause. If you run legacy shopping ads for the same SKUs, list them now so you can reactivate them after a GMV Max campaign ends.

One compliance point: GMV Max automatically labels affiliate videos as commercial content. As AuditSocials puts it, “the algorithm optimizes for sales, not compliance,” so claims in those videos are still your responsibility.

What we'd do before Black Friday

With Black Friday on November 27 and TikTok’s campaign window expected to start in mid-November:

  • Split campaigns by margin. Put hero SKUs with healthy margin in one campaign and thin-margin SKUs in another with a stricter target or smaller budget.
  • Set ROI targets now from your real contribution margin, then leave them. Every change costs a day of ROI protection.
  • Create your BFCM GMV Max campaign yourself. AfterShip reports that GMV Max can be auto-funded seven days before a campaign starts if you have not set one up. We would rather choose the budget than inherit one. Confirm the current rule in Seller Center.
  • Lock the creative supply. If you need fresh creator videos for BFCM, samples need to be moving by mid-October. See our BFCM creator sample timeline.
  • Recheck commission rates after the June cuts, so creators are still motivated to post the videos GMV Max depends on.

We have written before about why TikTok made automation mandatory and what that changes for operators. The short version still holds: the system decides delivery, and you decide everything it is allowed to work with. If you want help setting that up, our TikTok Shop management team runs GMV Max alongside Amazon PPC for brands on both channels.

Frequently asked questions

Can I still run manual ads on TikTok Shop?

Not for promotion campaigns. GMV Max became mandatory for those on September 1, 2025. Older Video Shopping Ads and Product Shopping Ads that use the same products as an active GMV Max campaign are paused across all ad accounts, and they do not restart automatically when the GMV Max campaign ends. You have to reactivate them yourself.

What voids GMV Max ROI protection?

For Product GMV Max, protection does not apply on days when you manually adjust the ROI target, pause or delete the campaign, use Max delivery, run a Creative Boost budget or edit the campaign's products. Suspensions and policy violations also void it. Protection needs more than 20 daily orders to apply at all.

Can I stop GMV Max from using certain creator videos?

Yes. Bulk creative exclusion filters let you remove up to 200 videos per Product GMV Max campaign, by caption keyword, posting date or affiliate handle. You cannot filter by ROI or spend. Excluded videos still appear in reporting and can get organic traffic, and TikTok warns exclusions may lower performance.

How do I calculate a break-even ROI target for GMV Max?

Divide your price by the contribution left after fees, fulfillment, creator commission and returns. In a hypothetical $30 product with $12 of contribution before ads, break-even ROI is 2.5. A target of 3.0 keeps some margin but delivers less volume. Choose that trade on purpose rather than by guesswork.
